National Recovery Plan: Missed Chance for Change?
By April 30, the Czech government should finish its National Recovery Plan, a document that will set a roadmap for reforms and investments with the aim to help ignite economic recovery after the pandemic. Even though such an exercise requires thorough work, the first version of the document submitted to the European Commission on October 15 was criticised for having been somewhat rushed and not sufficiently thought through.
In particular, the ISFC stressed the need for better prioritisation based on comprehensive and rigorous evidence-base that supports responsible and sustainable public finance. In order to build an industrial model that will be truly economically, socially and ecologically ,resilient, the government needs to analyse its reform plans and investment options based on projections of future costs, benefits and impacts.
Is the government using the appropriate framework of assessment, and what assumptions is the decision-making process based? What are the main gaps and how should these be filled? What is the best practice in the field? How can a more sustainable approach be developed in Czech public finance?
